system efficiency because they ignore the unofficial spending on
private tutoring by many parents.
The apparent evidence
that smaller class sizes in Australia fail to deliver expected
higher educational returns may be due to poorer performing students
being taught in smaller groupings, as well as the temporary but
frequent removal of weaker students from larger classes for support
lessons...
